Navigate into the new version of Blender that needs the updated settings, go into the /config folder and paste the userpref.blend file, and overwrite the existing userpref.blend file. Once copied, move back two folders to the /blender folder containing the folders for the various versions. This is where all your settings are saved. From there, click into the /config folder.
